Pei Chunliang, a village Party chief in central China's Henan Province, has been devoted to poverty alleviation and rural vitalization in recent years. He is also a delegate to the upcoming 20th National Congress of the Communist Party of China (CPC).

Pei was an entrepreneur before being elected to lead the Peizhai village with over 90 percent of the votes in 2005.

17 years on, Peizhai village has developed from a provincial poverty-stricken village with an annual per capita income of less than 1,000 yuan (140.5 U.S. dollars) to a new urbanized community with the income exceeding 20,000 yuan (2,810.6 U.S. dollars).

Now, the construction of a potato industrial park covering an area of 2,000 mu (133 hectares), a rural e-commerce incubator park and a rural tourism demonstration zone is underway and tailor-made in the village for rural vitalization.
